I, undersigned, Governor General of Indochina,

charged with the administration of the law relating to the dangerous drugs to which the International Opium Convention of 1912 applies has approved the importation by the general Government of Indochina of five cases of

Raw Persian Opium from Mr. A. Namazie Steamship Agent, Exporter, Importer in Singapore and am satisfied that the consignment proposed to be imported is required for

legitimate purposes. This raw opium is required for the purpose of smoking under the Government restrictions

actually in force and will not be re-exported.
